Ecological and environmental monitoring is the foundation of ecological and environmental protection and an important support for the construction of ecological civilization. At present, China's ecological environment monitoring network has prominent problems such as incomplete coverage of scope and elements, inconsistent construction planning, standards and norms, and information release, low level of informatization and sharing, loose integration of monitoring and supervision, and the need to improve the quality of monitoring data. These issues are difficult to meet the needs of ecological civilization construction and have affected the scientificity, reliability and government credibility of monitoring. Accelerate the construction of an ecological and environmental monitoring network.

  I. General Requirements

  (1) Guiding Ideology. To implement the spirit of the 18th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 18th Central Committee, in accordance with the decisions and plans of the Party and The State Council, and in line with the requirements of the "Environmental Protection Law of the People's Republic of China" and the "Opinions of The State Council of the Communist Party of China on Accelerating the Construction of Ecological Civilization", we will adhere to the principles of setting up points, national networking, automatic early warning and legal accountability. Form a new pattern of ecological and environmental monitoring featuring government leadership, departmental collaboration, social participation and public supervision, providing a strong guarantee for accelerating the construction of ecological civilization.

  (II) Basic Principles.

  Clarify authority and responsibilities. Clarify the ecological and environmental monitoring responsibilities and powers of all parties in accordance with the law, promote the division of labor and cooperation among departments, strengthen the supervision of monitoring quality, and implement the responsibilities and rights of the government, enterprises and society.

  Improve systems and make overall plans. Improve the legal, regulatory, standard and technical specification system for ecological and environmental monitoring, and uniformly plan and layout the monitoring network.

  Scientific monitoring, innovation-driven. Relying on scientific and technological innovation and progress, we should enhance monitoring research and comprehensive analysis, strengthen the application of high-tech, equipment and systems such as satellite remote sensing, and improve the three-dimensional, automated and intelligent levels of ecological environment monitoring.

  Comprehensive integration and measurement and management coordination. Promote the networking and sharing of national ecological and environmental monitoring data, carry out big data analysis of monitoring, and achieve effective linkage between ecological and environmental monitoring and supervision.

  (III) Main Objectives. to2020By the year, the national ecological and environmental monitoring network had basically achieved full coverage of environmental quality, pollution sources and ecological conditions monitoring. The monitoring data systems at all levels and of all types were interconnected and shared.   Second, set up monitoring points and improve the ecological environment monitoring network

  (4) Establish a unified environmental quality monitoring network. The Ministry of Environmental Protection, in conjunction with relevant departments, has made unified plans, integrated and optimized environmental quality monitoring points, and built a national environmental quality monitoring network covering elements such as air, water, soil, noise and radiation, with a reasonable layout and complete functions. Monitoring and evaluation are carried out in accordance with unified standards and norms to objectively and accurately reflect the environmental quality status.

  (V) Improve the pollution source monitoring system. The pollutant-discharging units determined by environmental protection departments at all levels shall fulfill their legal responsibilities for self-monitoring of pollutant emissions and making information public, and strictly abide by the monitoring requirements of emission standards and relevant laws and regulations. The state should monitor pollutant discharge units to establish stable and operational online monitoring systems for pollutant emissions. Environmental protection departments at all levels should carry out supervisory monitoring in accordance with the law and organize and conduct monitoring and statistical work on surface sources, mobile sources, etc.

  (6) Strengthen the construction of ecological monitoring systems. Establish an ecological remote sensing monitoring system for the earth and space, develop and launch a series of atmospheric environment monitoring satellites and environmental satellites for subsequent parallel network operation. Strengthen unmanned aerial vehicle (UAV) remote sensing monitoring and ground ecological monitoring to achieve large-scale and all-weather monitoring of important ecological function areas, nature reserves, etc.

  Iii. National networking to achieve integrated sharing of ecological and environmental monitoring information

  (7) Establish an integrated and shared mechanism for ecological and environmental monitoring data. Environmental quality, pollution source and ecological condition monitoring data obtained by environmental protection departments at all levels as well as departments and units such as land and resources, housing and urban-rural development, transportation, water conservancy, agriculture, health, forestry, meteorology and oceanography should be effectively integrated, interconnected and shared. The state and local authorities shall establish a mechanism for sharing and releasing pollution source monitoring data. Polluting entities shall upload their self-monitoring results in a timely manner as required by the environmental protection department.

  (8) Build a big data platform for ecological and environmental monitoring. Accelerate the construction of the information transmission network and big data platform for ecological and environmental monitoring, strengthen the development and application of ecological and environmental monitoring data resources, carry out big data correlation analysis, and provide data support for ecological and environmental protection decision-making, management and law enforcement.

  (IX) Uniformly release information on ecological and environmental monitoring. Establish a unified mechanism for the release of ecological and environmental monitoring information in accordance with the law, standardize the content, process, authority and channels of release, and release national environmental quality, pollution source and ecological condition monitoring information in a timely and accurate manner to enhance the authenticity and credibility of government environmental information release and safeguard the public's right to know.

  4. Automatic early warning and scientific guidance for environmental management and risk prevention

  (10) Strengthen environmental quality monitoring, forecasting and early warning. Improve the level of air quality forecasting and pollution early warning, and strengthen the tracking and analysis of pollution sources. Strengthen water quality monitoring, forecasting and early warning in important water bodies, water sources, source areas and water conservation areas. Strengthen the monitoring of persistent, bioenriched and highly harmful pollutants to human health in the soil. Enhance the capacity for automatic radiation monitoring and early warning.

  (11) Closely monitor the pollution emissions of enterprises. Improve the automatic monitoring and abnormal alarm mechanism for pollution discharge from pollutant-discharging units, enhance the ability to track, capture and alarm information such as excessive pollutant discharge, operation of online monitoring equipment and abnormal effluent from important nuclear facilities, as well as the intelligent monitoring level of enterprises' pollution discharge conditions. Enhance the capacity for environmental risk early warning and handling in industrial parks.

  (12) Enhance the capacity for monitoring, assessing and early warning of ecological and environmental risks. Regularly conduct national ecological status surveys and evaluations, establish an ecological protection red line supervision platform, and monitor, assess and issue early warnings for activities such as human disturbance and ecological damage in important ecological function areas. Carry out monitoring of environmental health hazard factors such as chemicals, persistent organic pollutants, new characteristic pollutants and hazardous wastes, and enhance the capacity for environmental risk prevention and control as well as emergency monitoring of unexpected incidents.

  V. Hold accountable in accordance with the law and establish a linkage mechanism for ecological and environmental monitoring and supervision

  (13) Provide technical support for assessment and accountability. Improve the monitoring and assessment index system for ecological and environmental quality, and utilize the monitoring and evaluation results to provide scientific basis and technical support for the assessment and accountability of local governments in fulfilling their responsibilities and tasks in environmental quality, pollution prevention and control, total control of major pollutant emissions, ecological protection, nuclear and radiation supervision, etc. within their administrative regions.

  (14) Achieve the synchronization of ecological and environmental monitoring and law enforcement. Environmental protection departments at all levels shall perform their environmental supervision duties over polluters in accordance with the law, carry out supervision and law enforcement based on pollution source monitoring, establish a rapid response mechanism for the linkage between monitoring and supervision and law enforcement, and implement on-site synchronous monitoring and law enforcement based on pollutant emissions and automatic alarm information.

  (15) Strengthen the supervision of ecological and environmental monitoring institutions. Ecological and environmental monitoring institutions, environmental monitoring equipment operation and maintenance institutions, and social environmental monitoring institutions affiliated to relevant departments at all levels and their responsible persons shall strictly carry out monitoring in accordance with the requirements of laws, regulations and technical standards, improve and implement the quality control and management system for monitoring data, and be responsible for the authenticity and accuracy of monitoring data. The Ministry of Environmental Protection has established and improved the regulatory system for different types of ecological and environmental monitoring institutions and environmental monitoring equipment operation and maintenance institutions in accordance with the law, and formulated regulations such as the handling measures for false environmental monitoring data. Environmental protection departments at all levels should intensify the verification and inspection of monitoring quality, and seriously investigate and deal with acts of deliberately violating environmental monitoring technical norms and tampering with or forging monitoring data. Where leading cadres of the Party and government instruct the tampering or forgery of monitoring data, they shall be dealt with seriously in accordance with relevant regulations such as the "Interim Measures for the Pursuit of Ecological and Environmental Damage Responsibility of Leading Cadres of the Party and Government".

  Six. Improve the ecological and environmental monitoring system and guarantee system

  (16) Improve the legal, regulatory and standard system for ecological and environmental monitoring. Research and formulate regulations and rules such as the Environmental Monitoring Regulations, the Management Measures for the Ecological and Environmental Quality Monitoring network, and the Management Provisions for the Release of ecological and environmental monitoring information. Unify the technical standards and norms for monitoring points, monitoring and evaluation of the atmosphere, surface water, groundwater, soil, ocean, ecology, pollution sources, noise, vibration and radiation, and revise and improve them in a timely manner as needed for work. Enhance the comparability of ecological and environmental monitoring data from various departments, and ensure that the monitoring activities of polluting units and all types of monitoring institutions follow unified technical standards and norms.

  (17) Clarify the powers and responsibilities for ecological and environmental monitoring. Environmental protection departments at all levels mainly undertake functions such as ecological and environmental quality monitoring, supervisory monitoring of pollution sources, environmental law enforcement monitoring, environmental emergency monitoring and forecast and early warning. The Ministry of Environmental Protection moderately centralizes the authority for monitoring ecological and environmental quality, accurately grasping and objectively evaluating the overall situation of the country's ecological and environmental quality. The supervisory monitoring and regulation of pollution sources have been shifted downward, and the management of supervisory monitoring of local pollution sources has been strengthened. Local environmental protection departments at all levels should accordingly centralize the responsibility for monitoring ecological and environmental quality, and gradually undertake functions such as supervisory monitoring of pollution sources and environmental emergency monitoring.

  (18) Actively cultivate the market for ecological and environmental monitoring. Open up the service-oriented monitoring market and encourage social environmental monitoring institutions to participate in environmental monitoring activities such as self-monitoring of pollution sources by polluting units, operation and maintenance of automatic monitoring facilities for pollution sources, ecological and environmental damage assessment monitoring, current status monitoring of environmental impact assessment, clean production audits, and self-investigations by enterprises and public institutions. Actively promote government procurement of services in the field of basic public welfare monitoring, including the operation and maintenance of automatic environmental quality monitoring stations, etc. The Ministry of Environmental Protection should formulate relevant policies and measures to orderly promote the socialization, institutionalization and standardization of environmental monitoring services.

  (19) Strengthen the capacity for monitoring scientific and technological innovation. Promote research on new technologies and methods for environmental monitoring, improve the technical system for ecological and environmental monitoring, and encourage the application and promotion of high-tech products and technical means in the field of environmental monitoring. Encourage domestic research institutions and related enterprises to develop environmental monitoring instruments and equipment with independent intellectual property rights, and promote the localization of monitoring instruments and equipment. Under the condition of meeting the demand, give priority to the use of domestic equipment and promote the development of the domestic monitoring instrument industry. Actively carry out cooperation, draw on the experience of monitoring science and technology, and enhance China's technological innovation capacity.

  (20) Enhance the comprehensive capacity for ecological and environmental monitoring. Research and formulate standards for the establishment of environmental monitoring institutions, and strengthen the construction of environmental monitoring teams. Accelerate the implementation of relevant plans for the development of ecological and environmental protection talents, and continuously improve the comprehensive quality and ability level of monitoring personnel. Improve the financial guarantee mechanism that is in line with the development needs of the ecological environment monitoring network, strengthen the capacity building of ecological environment quality monitoring, monitoring data quality control, satellite and unmanned aerial vehicle remote sensing monitoring, environmental emergency monitoring, nuclear and radiation monitoring, etc., and enhance the capabilities of sample collection, laboratory testing and analysis, and on-site rapid analysis and testing. Improve the policy on allowances for environmental protection monitoring positions. In accordance with the responsibilities of ecological and environmental monitoring, the required funds shall be included in the budgets of all levels of finance for guarantee.

  Local people's governments at all levels should strengthen the organizational leadership over the construction of ecological and environmental monitoring networks, formulate specific work plans, clarify responsibilities and divisions of labor, and implement all tasks.
